Alpha Trains to Retrofit Bavarian FLIRT3 Fleet With ETCS Technology

Alpha Trains has commissioned the retrofitting of the European Train Control System (ETCS) for an existing regional train fleet in Germany. The project applies to seven three-car and 28 six-car Stadler FLIRT3 multiple units leased to Bayerische Oberlandbahn GmbH, which operates under the BRB (Bayerische Regiobahn) brand. In July 2025, BRB was awarded the "Rosenheimer Kreuz" (ROX) concession tender by PTA Bayerische Eisenbahngesellschaft mbH (BEG). Alongside the digital signaling upgrade, Alpha Trains is executing a full interior redesign and a second major overhaul of the six-car units.

Engineering Partnerships and Component Supply
The deployment of ETCS onboard technology is a mandatory technical requirement to sustain operations on the ROX concession routes. Alpha Trains has established a partner network to manage the engineering and installation phases:
  • Project Management and Execution: Talbot Services GmbH, based in Aachen, is responsible for physical installation and general project management.
  • System Integration and Re-Approval: InterEngineer Systems GmbH handles the technical implementation, covering concept development, engineering planning, verification, and the regulatory re-approval process for the modified rolling stock.
  • Onboard Signaling Hardware: Siemens Mobility GmbH is supplying the onboard ETCS components, which comply with the latest European Baseline 4 specifications.
This original equipment manufacturer (OEM)-independent selection and integration model establishes a framework for technical compatibility and open competition during mid-life rail asset upgrades.

Integrated Maintenance and Minimised Downtime
To optimize vehicle availability, the ETCS retrofitting and interior redesign will be executed in parallel with the fleet's scheduled second major overhaul and general inspection. Combining these maintenance and modernization procedures allows BRB to reduce total vehicle downtime and preserve operational continuity for passenger services.

Corridor Demographics and Contract Duration
The new ROX transport contract and its associated leasing agreement between Alpha Trains and BRB will run from December 2029 to December 2043. The infrastructure upgrade ensures the fleet complies with the upcoming digital control mandates across the heavily utilized ROX network, including cross-border segments extending to Salzburg and Kufstein.

The ROX network serves as a key regional transport axis in Bavaria, moving approximately 17 million passengers annually and accounting for 4.9 million train kilometers per year. The network comprises the Munich–Rosenheim–Salzburg (RE 5), Munich–Rosenheim–Kufstein (RB 54), and Munich–Holzkirchen–Rosenheim (RB 58) lines. Beyond the signaling integration, the comprehensive train redesign includes replacing all seat cushions and covers.

Interoperability and Digital Signalling Standards
The European Train Control System replaces more than 20 distinct national signaling configurations with a standardized, digital train control platform. By implementing ETCS Level 2 technology, the fleet gains seamless cross-border interoperability, improved safety parameters, and increased line capacity across European transit corridors.
